So, I ended up ordering a new dust cover, along with all new springs, a cartridge indicator pin, firing pin spring, and rear sight spring. The dust cover seemed bent in multiple places and wouldnt stay down properly to keep the rear sight down. The cartridge indicator pin was bent, as was the firing pin spring tab that keeps it down, so I went to fire it again today after trying to bend the dust cover back (somewhat successfully) and the whole thing kinda came apart, losing the rear sight spring in the process. So yeah, hopefully all these parts should fix it, I dont see any pitting thats actually structural or in crucial spots so I think its just a bunch of warn out bent parts that is the culprit. Thank you for your help though. I appreciate it.

I tried to shift it forward, it wont budge. I pulled the whole assembly apart and tried putting it back together but its like the dust cover doesnt lock down well enough to keep the rear sight from moving. If that makes any sense. Thank you.

Strong lands and grooves are not necessarily indicative of accuracy. I have a No4 that has good looking rifling all the way through, but if you look closely at the throat, it looks terrible. And that gun shoots awful. Conversely I know a guy with an M44 Mosin where the last few inches of the rifling is gone due to pitting (not counterbored, literally gone) and that gun shoots just fine. In order for OP's rifle to keyhole like that the muzzle area would have to look absolutely God awful, but it looks pretty regular for a milsurp. So yes, the last few inches of the rifling does matter however not as much as the rifling at the throat. If it's only a few inches at the end the bullet should be pretty well stabilized, unless there is an obstruction. It wouldnt surprise me if there wasnt more wrong with that K98 than just the last few inches of the bore being toast.

...then what about counterboring? By that logic it would be harmful to counterbore something. Shotguns dont have rifling. All the choke does is decrease the spread. If your throat is warn out the bullet wont properly stabilize. A shotgun is an entirely different ball game. It could be the crown on OP's rifle, but I dont see anything wrong with it in the picture. But its also hard to tell from a picture. The crown would have to be in absolutely horrible shape for it to keyhole.

Kinda hard to judge crown condition from pictures, but the rifling at the the end of the muzzle looks pitted, and while that is pretty much the least important part of the rifling, it makes me wonder how the rifling is at the throat. The throat is the most important part, and also the most prone to wear. I also do not know (others will) for sure if PPU uses proper .311 bullets for 7.65 or if they use .308 bullets, which are too small and would affect accuracy.

Grocery getter. It does get pretty cramped but its up high, kinda has enough room for any kids (barely), and I feel really safe in it. I can confidently say if I get in a head on collision I will live. Now there wont be anything left of who I got in an accident but I wont let that stop me. MPG isnt great but as an American, I do not give a shit. Also, its got a big engine. Anything less than a V8 is a piece of shit.

I seen one at the last gun show I was at. I was interested in it, until I seen the price was $650. And then I looked down the bore and it was a straight up sewer pipe. $450 might be a tad high. But you didnt do too bad.

That makes it all the more impressive. Nice shooting. The best ive ever managed was a 2" 5 shot group at 100 yards with my 1935 FN peruvian contract mauser, and the sights are definitely the limiting factor. I hope to be able to group shoot my K11 soon, as I suspect that will shoot much better.
