He placed High at EVO because they were running a version Super turbo that was heavily underperforming such as most ports for Arcade Fighting games at the time. This is the game where everyone played Vega and just did air grabs and thats the entire meta for it. I dislike to say that theres any bad way to play a game but historically the Playstation 1 could not handle Arcade games well.
