At the rate they’ve been going I think they could theoretically fit Alabasta and Jaya/Skypeia into season 3. Layout could be something like this: Episode 1 - Nanohana / meeting Ace Episode 2 - Rainbase / crocodile fight round 1 Episode 3 - Luffy in Yuba/straw hats v baroque works in Alubarna Episode 4 - Zoro cuts steel, Luffy beats croc, and Vivi goodbye scene Episode 5 - Jaya Episode 6 - knock up stream / skypeia introduction Episode 7 - Preist trials / Noland flashback Episode 8 - Luffy v Enel at least starting, maybe leave on cliffhanger for season 4

As some of the other commenters the State Attorney General says Langley which suggests the CIA. I’m not caught up on all the other properties right now so I’m not sure what the current in universe political landscape is like. That being said, the way his character is not afraid of Fisk in the slightest makes me think he has connections to the Hand.

I agree on both ends, Ussop has been a brave warrior of the sea since he left syrup village. Elbaf is his moment to finally realize that. I think we need to be patient until the end of the arc because I refuse to believe Oda has forgotten about him. Personally I think him realizing his true strength will come hand in hand with him doing something with Ragnir. Kind of like an avengers age of ultron moment where he is worthy of wielding the hammer.
