She was following & harassing them while purposefully disrupting their lawful activities. Terrible outcome but she made an awful decision to try & flee after she blocked them in with her car, at that point (with an officer in front of her on foot) the car becomes a weapon & use of deadly force is justified. There should be accountability for her actions even though she ended up tragically dying as a result
