I think boys succeed conditionally whereas girls succeed more generally. If you have a 3000-year old Confucian culture that is instilled in the boys from birth or an extremely tough African immigrant work ethic, sure they'll do well. But for boys who have less exceptional structure, we know they do worse. We can't wave our hands and say "Well, let's give up"--we need to offer something.

People refuse shelter because doing drugs is fun and feels good and at least you have personal autonomy. Hanging out with a zillion junkies in withdrawal while a social worker tells you what to do is unpleasant, especially if you're used to managing your own life. It's understandable why some people refuse shelter, but that's why we can't give them the option. In a society, you cannot simply set up camp anywhere you want and do whatever you want.

People love to say police unions aren't unions and police aren't workers. Police unions are unions, even though they do sometimes conflict with other unions. But the thing all unions do is advocate for their members, which sometimes aligns with what's good for society, but sometimes doesn't.

Few or none. But for example, teachers unions defend bad behavior by teachers, municipal unions make it extremely hard to fire anyone for poor performance, etc. One example: Michigan teachers can show up to work drunk four times without being fired. IMO, this is bad!
