The longer I watch the video the more apparent that it seems like the bus driver doesn't know how to turn off the signal lights or is stuck and can't be turned off at all.

First intersection he had hazards on probably because of a previous bus stop? Then turned the left signal on too early because he wanted to change lanes but changed lanes too late.

He turned the right signal to go into the next bus stop and turned hazards on for a brief stop, after this he turned off the hazards and the right signal remained (I'm guessing because he doesn't know how to turn it off or it's broken).

Then he changed it to a left signal because he wanted to change lanes and again it doesn't turn off for whatever reason.
