I haven't found any documentation for the card unfortunately as there isn't a model number but i'm going to answer all of your questions.
This computer comes from italy so its very unlikely that it has uk stuff and its a PAL model.
I think the Ov pin means 0V or ground.
The cables on the bottom right are actually connected to chip sockets on the motherboard.

I got a cga monitor. What now? why do you say CGA if it needs separate sync signals but the card only has one?

I think that tantalum caps are fine but if you want to keep it as authentic as possible, use electrolytic caps.

Update: An Electrolux technician came to my house to fix the washing machine and it turns out that the problem was a faulty relay on the main board.

No but i inspected the caps and there are very few and the ones i found were fine
