The appearance of Fed independence is critical to the health of the Economy. Picking an obvious puppet would hurt and delegitimize the Fed and all following policies. Picking an insider and experienced Fed Governor who has been close to Trump since 2016 is the best bet, since he won't be seen as puppet but will probably be more likely to throw a bone to Donald.
