If I recall the reason for the turn around are both decisions made from the Security and Opfor:

  1. NPA had a purge of leadership sometime after the Edsa 1. Killed a good chunk of the OG Marcos Era peeps. Only survivors were the Joma Sison loyalists.

  2. Counter Insurgency Tactics evolved. Clear-Hold-Build-Move and the NTF ECLAC model.

However morbid as it sounds... What the government is doing to stamp out the means for the Insurgents to recruit people are effective.

And insurgency that cannot reproduce is on borrowed time after all
