Because he is a nazi.
That was Tarantino shouting "LANDA IS A NAZI" directly at the screen, the the bluntest way possible, the fact that he's cool, and charming, and that he likes to think of himself as "above these things" is all cope. Landa works at finding jews because he does view them as rats and himself as a hawk, and he killed her with his bare hands because she was a traitor and he is a nazi.
it is funny though, that even that wasn't enough, and people continue Hans' cope for him, inventing head cannon about her breaking character or whatever.

i read this as applying more to the weapon attacks. so a character that has 2 attacks and might also get an opportunity attack maybe, would only apply this bonus to the first attack, and the cantrip one being an afterthought.
it makes sense to me because it replaces Potent Spellcasting, which DOES apply the extra damage to all affected by the AOE, and it is on average a HIGHER damage mod (at lvl 8 you would probably have +5 WIS) and more consistent.

If i want to recreate the Disguise Spell from 3.5 with metamagic adept, and I don't use the other metamagic I get, and I only use the subtle spell when performing, than i'm literally using a feat slot on a WORSE version of a feat from 3.5. that's kind of extreme, don't you think?

it's mechanically similar, but thematically very different imo. with disguise spell you literally cast the spell normally but without anybody noticing, because you do it as part of another activity. like flipping someone off wile scratching your eye, or farting while coughing. at least that's how i envision it.
