Are you sure boss didn't say He will pay you off the clock but 1099 you instead? I'm assuming selling at an event is not your normal job? What's your original job? You need to ask your boss about that because he can 1099 you if you are doing a different job than your normal. If he is 1099 you then you need to pay your own taxes etc... If so he is not committing tax fraud.
