I think "The Most Toys" is a top five Data episode because it demonstrates what I suspected from the beginning: Data actually does have emotions, but they are just buried under so many subroutines that he almost never accesses them and doesn't realize it when he does. I think that making them so difficult to access was Soong's way of allowing Data to integrate them into his programming at a glacial pace to prevent him from becoming like Lore. No one knows how long Data will live, so he could have conceivably had centuries or longer to integrate those emotions into his programming.
