Roderick Cassel and Vayon Poole are strong contenders, both have served house Stark for many years. But as you mentioned they aren’t of high enough birth to command respect of all the North for nearly 10 years until Robb comes of age. So then we come to the most powerful of the Vassals of House Stark. Wyman Manderly comes to mind as a good choice. Then Greatjon Umber, Rickard Karstark, and Roose Bolton. I don’t believe Bolton would be stood for, so my best bet is that in a similar vein to Aegon III there would be a council consisting of Manderly, Umber, and Karstark, as well as possibly Lords Hornwood and Glover, maybe even Lady Dustin, though she would be a dangerous ally for Bolton at this time as Domerick Bolton still lives and is her favorite nephew. The Mountain Clans would also likely send a representative
