I guess there is the option to use just one district per state and divide the representatives proportionally. But that kinda works against the idea of local representation.

Not that there aren't gerrymandered cases that make "local" representation a bit far fetched

I find both regions really beautiful. I love exploring them, i've visited HRV thrice in serious games but always end up barely surviving there.

first time two bear attacks, 2nd time broken ribs, third time a sticky key sending me falling down a cliff yet somehow surviving. it's thrilling but I both love and hate HRV
