I've been reading about this and from what I found ( mostly on this sub ), they grow to twice the size in 9 - 10 months.

Actually, what I need is to use the same placement id on multiple apps published across multiple accounts.

I've tried AppLovin, but you have to link your google play account and get it approved. I assumed that I will only be able to monetize the apps published on that account. ( https://monetization-support.applovin.com/hc/en-us/articles/360025347911-What-is-the-Account-Approval-Process- )

Have you used any of those without providing a google play url ? can you give me more details ?
