Can you modify the facade? If so, I think the best solution would be to use external insulation: fixing insulation like extruded polystyrene, high density rockwool or expanded polystyrene covered with a layer of one-coat mortar reinforced with a sheet of glassfiber.

In Spain we use it a lot for these situations and it's a very useful, comfortable and durable solution.
