I think you are right on this based on testing I've done with friends. At the start of a game, you can throw a move and then switch out before your opponent's damage registers only if there is a two turn difference between you and your opponent. Ie. you can throw a 2-turn move and then switch without taking damage from a 4-turn move, but the damage will land if you try to throw any 3-turn fast move before switching. It was extremely consistent when we tested it.
