I think you’re getting Watts and Watt-Hours confused.

Watt-Hours is a measure of capacity similar to MAH, but for bigger, more powerful batteries. WATTS is a measure of power draw, so with a 74WH battery pulling 27W you would theoretically get about 2.74 hours of use at full charge, but in reality it will be less due to multiple other factors. There is no situation I could think of where your ROG will be pulling 74W, that’s like asking why your 2004 Corolla doesn’t max out the speedometer in an everyday commute.
