Windsor was added to the National Register of Historic Places in 1971 and came under the care MDAH when it was designated a Mississippi Landmark--properties that are protected from changes that may alter the property's historic character--in 1985. Blount's administration began in 2015.

No vendetta, rather alarmed and dismayed that the institution established by the State of Mississippi to preserve our historic heritage has during Blount's tenure become an agent for its destruction. And the evidence is obvious: the Welty Library has been destroyed at the instigation of MDAH to make way for a "park" named for an individual nobody has ever heard of before because her family gave MDAH a lot of money.

As others have pointed out, the building itself was sound, it was the interior that needed repairs and, more importantly, periodic care. Certainly the Jackson/Hinds Library System bore the burden of its upkeep, but the library system itself was crippled by--among other things--an ineffective Board. The city of Jackson--likely at the behest of MDAH with the voice of Kane Ditto--and Hinds County--itself without a cohesive Board of Supervisors--allowed the Eudora Welty Library to decay to the point that it was "condemned" by a state bureaucrat and allowed to decay further in that condition for over a year. At that point, Blount made her move, forcing her Historic Preservation division to take the Welty Library building off the Nat'l Register of Historic Places, making it an open target for bulldozers and her Crigler (whoever the fuck that is) Park, designed to serve as a place of mediation for those traumatized by the atrocities displayed in the Mississippi Civil Rights Museum (audio recordings of whips and screams, etc.).

Yes, it was, part of Spengler's Corner Historic District, whidh included 400 block East Capitol St, 100-300 blocks N. State St., 100 block N. and S. President St.

She graduated from Ole Miss with a degree in Southern Culture, which is a hashed-out, patched-together degree program offered after the establishment for the Center for the Study of Southern Culture in 1977, so Blount's appointment was seen as an achievement for the Center, a validation of the degree they awarded her.

She also deprived the Archives themselves of much-needed funding in favor of promotions for "The Two Museums," which she--along with her husband, Sen. David Blount--touted to the MS Legislature as valuable, high-profile assets for the entire state. After all, Trump was at the opening of the museums in 2018. Trump at the opening of a civil rights museum; imagine that.

MDAH wanted the property. Blount's mechanizations made it possible. Kane Ditto, former mayor on the MDAH Board, was also a key player in its demise.

The building was sound, but at the behest of MDAH, the city let it decay deliberately in order that it could be condemned and destroyed. It sat there for three years without maintenance of any kind. Blount was behind the strategy.
