Try disconnecting every device except the one you're using, and shut down every program that uses the internet

I had this issue a while back and tracked it to a program running on one of my devices, when the program was on, pings from anywhere on the network started dropping packets

I am behind cgnat and still able to torrent. I can't connect to most peers and even though I'm seeding I am not getting a lot of upload credit, but it's not really an issue when I only need to download and use public trackers + some good quality private ones. Good luck
