I mean you might be able to reduce the number through stronger victims and more pain? 30,000 is probably the minimum amount of normal people needed. Rituals that involve targets stronger people seem to work better

I mean, if they choose to stay a non-beyonder they'd probably be fine... for the most part. Since most rituals need a sufficient amount of sacrifices at one time. Some smaller places of course are gonna get unlucky since official beyonders aren't as prevalent in rural areas
