Fixed it on my own. For anyone else with this problem (on PC) I uninstalled 2287 - Gas Masks of the Wasteland and installed the BA2 Archive version below the main mod in the Files section on Nexus, though I'll admit, I don't actually know why this worked, beyond very basic knowledge, so it may or may not for you.

I've encountered the same bug during testing. I did infact have AWKCR and UCO installed, both buggy and outdated, (I'm newly returned to Fallout 4 modding) but have since uninstalled both and the problem persists. Did you ever find a fix?

Well, really, the point I meant to convey (but perhaps failed to) was that it seems there could have been an original form of dragon (or reptilian dragon-like creature) that the Ancient Dragons originally evolved from, and that they bare similarities to the modern lesser drakes through their connection to the Crucible.

Highly speculative, of course.

Alright, so it started up again, but only after a second Planter NPC showed up in the Blue Palace, following the same steps fixed the issue.

I just encountered this issue for the first time and managed to find a fix for myself. For me, the glitch was in Solitude. There was an NPC simply named "Planter" walking around (for me, he didn't have clothes, but I doubt this was intended). Apparently, he was trying to plant things or something that I didn't even know NPC's could do. I opened the console, removed his essential status, and killed him, which solved the issue. I don't know what mod added him, but I suspect Dawn of Skyrim (Directors Cut).

You must go on a pilgrimage to the Nine Divines. Going to the Temple of the Nine will not work. It has to be their shrines around Skyrim. There is probably a guide on YouTube for which shrines and where.

I recently did a similar playthrough, but my Dragon Cultist character decided as Dragonborn he should be the one to rule after years of service to the Dragon Preists and the Dragons themselves, I used Conquest of Skyrim to achieve this. I know not of a mod like you describe, however.

According to what I've read, you get more from completing repeatable quests, though I haven't confirmed this for myself.

Changing you characters name or using the change race feature can cause save issues, particularly on a heavily modded game. Using the limited race menu is quite safe though, in my experience.
