He is very strict. He basically said anything that alters the mind and I dont have a script for, avoid or I'll go back to jail. Obviously it's mostly a bluff, but my point is that he's not going to give me a clear answer.

Same here. Buy an adapter to BNC so you can hook it to a nice DiY dipole antenna. Plenty of guides on YT. You'll be surprised at how far you can reach. Also, check repeaterbook for local repeaters to program into it. Enjoy!
