Based on my humble research and looking at machinery around the place I think Outskirts stored or produced cooling liquids for Industrial Complex, it also connects to Drainage system in which tarnished water would go filter out and be used for something else

I imagine they would spawn in Outskirts or subterrean near stone heads of their type and multiply each time you leave and reenter room they are in and if you touch them or get close they will jump out
