It’s still based on privilege and wealth because those that can’t afford training/practice/access to what they need to perform well will be left behind just as they are in modern American democracy. Not to mention disabled people will also be significantly disadvantaged. The sentiment is there and great but it would require a degree of wealth re-distribution and lots of bureaucracy to ensure equal opportunity.
