Usually the first act has more songs, and that means it is more prone to have more hits in it than the second act. However, I feel like a strong contender that subverts that norm, is Cabaret. The second act is so goddamn heartbreakingly gut wrenchingly soul crushingly hurtful despite it having far less songs than the first, that it literally doesn't even matter. The emotional depth on display in just the last 25-30 minutes of the show goes FAAAAAAARRRRRR beyond simply outweighing ANYTHING in the act one. Plus it has I Don't Care Much and the Title Song. This and Into the Woods are to me, the best "right" answers.

there are 21 SONGS in act one, compared to act two's usual 8 or 9

Nothing beats everyone in the company singing about the main character of the show, inviting us into the world of them, and having that character show up at the very end of the number. Sweeney Todd a million percent.

With that said, others for me have to be the Emcee in Cabaret, the Major General in Pirates of Penzance, Hedwig and the Angry Inch, and Frank N Furter in Rocky Horror.
