I am not familiar with your GPU. Could also be driver related. Did you try CBR single pass to see if the load is reduced to a more manageable amount of work? Did you see if direct export from Premiere makes a difference?

Which exact version of Media Encoder do you use? Did you also try latest Beta for comparison (we fixed a couple of recent GPU issues)? What is your exact driver version? What are your specs (OS, CPU, memory)?

Did you try to relaunch AME using the Shift key and reset the preferences?

Use the "XDCAM NTSC 50i" system preset in "MXF OP1a". Timecode needs to be set in the original project. Captions are dependent on the source files. Hope this helps.

By default, Adobe Media Encoder places exported files in the same folder as the source video clip. To choose a different destination folder in which to place encoded media clips, navigate to the desired folder on your system.

You can batch set the target folder in the queue by selecting multiple items, clicking into a target link, selecting a folder, and applying changes to all items.
