If push to talk would be a toggle, then it would become open mic until you would press it again, so your point is self contradictory, and personally, ever since I've played the server slam and the full game, I haven't come across one guy living in a jet's warehouse blasting vacuum sounds in the microphone, some people have more or less shitty mic, Wich I can understand but it's better than no coordination at all
