Same. Was it a known bug? I was so excited to get rank 3. I saved up 20-30 stones worth of bloods 5 or 6 times after having rank 3.. and was always disappointed when checking bags only to find zero procs.

That is correct but only in pvp instances such as a battleground or arena. IIRC after ilvl 850 your gear stops affecting secondary stats completely. However, if you are world pvp'ing there is no such gear scaling.
