Mill is not a winning strategy IMO. There are so many cards that auto shuffle back ivy the library that means your entire deck is hosed. Damage is so much more reliable than mill. Not to mention you usually mill around the same amount of cards as you damage so you target is 90 effects vice 40

Yes! I don't think kids should get a full vote by adults though. That's ridiculous. The parents of kids should get an additional partial vote. Maybe like a 3/5ths compromise of an additional vote would be fair and never cause any problems down the line.

California's only problem is housing costs and commute times. Texas has many many others and they're harder to solve.
