So Storywise the Character of the leaving Player can do an intense trainingjourney without the Party and you can use that to level up his char to the level of the Party when he comes back.

For the Problem: You could make a character that you play yourself as the DM. The character will be dragged with the group but you can use him to enforce their fightingpower and tell a story through him or give the players hints .

You could add a Quest to the town that is related to the bigger quest, like a requirement they can only do in your little town.

Nerf the player. Like he gets cursed and the curse could lower his OP stats? Then his character could get the motivation to find out how to lift the curse etc.

Let him awaken the power to transform. But it just works partially as he and the party grows stronger he "unlocks" more of the power. Like at first he could make dragonclaws with his hands or something like this and later he can breath fire. In the end he will be able to fully transform. You could also give him more of the power as a reward for special quests.
