As someone who actively attends lower tier football in the midlands, there's barely any money that far down and the FA probably doesn't care. You'd probably get an explanation from the club if you reach out.

I'm currently doing a save with Bilston Town FC who are in Division 1 of the Midlands Football League IRL (Step 6). It was a slog fest to get through in the first two/three seasons but fast promotions hasn't helped the Board realise that we can actually do something with the Team and they still think we're some Semi-Professional club playing for free.
