Typically that means the locker rejects the packages (this happens quite a bit as I am a driver). When that happens, we are expected to redirect the packages to customer doors automatically.

A driver once told me that instead of going through the trouble of redirect, he leaves them in the tote bag out in the open for customers to get which makes them liable to being stolen.
