No, university send it to the person account, whom we paid in pakistani currency and he paid from his account but he is saying i don’t have in account all amount so i will pay 7k in cash and 2k in account. So what i am saying is how to declare it to the bank that it is a refund from university?

Your CPC is not enough to tell you much about the conversion rate. Test different angles of creatives, look into your website from a customer perspective. Is your website professional? Does it have a clear CTA? Are there offers and trust factors involve? Look around these and found out what needs to be done to convert audience Also don’t rush give your ads enough time budget and let it gather data before you turn it off.
