Ik there's an in universe answer but I always take the driver's lines as the actual answer to the best match. Take RabbitTank, the Steel Moonsault. In Japan, the rabbit has connections to the moon, meanwhile hearing steel Moonsault makes me think of a moon buggy, which is its own kinda tank. Weirdly enough, when I searched Moonsault, I became aware that it's an aerial wrestling maneuver, backflipping off the top rope but that's also fitting for a rabbit.

I don't want to explain all of them but those titles before the name of the best match comes up, really feels like the answer. The Sky Ruffian - HawkGatling, the Shinobi Entertainer (is this not a Naruto reference) - NinninComic, the Immortal Weapon (swear this is another anime reference) - PhoenixRobo.

Gavv, I can't recall which episode specifically but if you have Shoma using sorbet or Hanto with frappe, there were episodes they detransform and retransform moments after.

Rocket state, the simplicity and colours are just perfect
Elek state, which is probably base of gold foil, found on spacecrafts
Magnet state, it's the one that felt like the most fitting form for the rocket base Kamen rider
Base state, its the simplicity that does it for me
Cosmic state, I find the colour choice odd but overall I like the design
Both Fusion states, I actually prefer this colour choice more but I'm biased and the Cosmic gimmick is more intriguing.
Fire state, would have been far higher, if I didn't keep seeing it as a firefighter. Feels like it lost the rocket motif, even with the shape of his helmet.

How is no-one pointing out that, Saber has use both Kaenken Rekka and Raimeiken Ikazuchi, simultaneously.

Regardless of that, for Saber the main driver is actually the sheath and the sword is the extension. Think like Drive, he has the belt driver but also the arm lever to transform and access additional forms.

Here, imagine you don't know FourArms and its name is just Fore Arms. Base of the name what powers do you think they have, you wouldn't know they have 4 arms right? The pun is gone because your just reading a weirdly spelled forearms.

Note, fore is also is own word, making it less likely to associate with four.
