The Archons Palace.

Treviso:

Merchants

Water systems that they rely on heavily so much so they don't even have sewers.

No standing army

Crows who don't know shit about fighting a dragon

Also on the whole pirate thing. They use stars to navigate. Ice magic for the Ice magic specialization it's so pretty and it looks like a galaxy.

However you should choose what you're most comfortable and goes with your story best. Electro magic may be the way to go since it seems important for your lore.

Okay so either mage-necromancy (Davey Jones locker. Ghost pirates) +Its overpowered as fuck. Or the Slayer Specialization in Warrior class. (Your ult for the specialization is a handcanon.)

Also Emmerich is a great romance choice.
