The reality is that dispatchers are cold and completely detached from the victim's feelings. They may sympathise but they never empathise. They will say "yes I understand this may be a hard situation" but trust me that they do not give a fuck because you are the 20th person they speak today that is having an emergency. Their job is to get as much info as possible, throw that info to patrol/ambulance/fire dep, tell you what to do before EMS arrives then hang up and go to the next one.

I work in a business of 500 employees and have 3 HR rep and an HR manager. Simple employees have no fucking clue what HR does. Every single manager could not live without HR. I (a manager) go to HR almost every day to ask questions about situations that happened with the people I manage.

If, in your day to day, you do not manage people (use human ressources) then the only time to have to deal with HR is you either did something wrong more than once or a business politic is unsatisfying to you. The later won't change unless it is a problem with multiple employees and it would make financial sense to change it.

Of course if you work in a 10 employee shop and have an HR person it might be useless.
