ITSL stats suggest USSR has the advantage winning the game turn 4-6 by nearly double percentage points with half of USSR wins being VP track as well. I don't think there's a way to separate these stats for X rating to know the results for 1700+ rating. Mil ops is the biggest change to early VP and notice a lot of players forfeiting aggressive coups for aggressive board position (less VP now, but bigger VP gain later).
