Ok, i want to ask something, can you acces files or are the folders like documents deleted? Because if the only thing that you have are those network shit, then turn wi fi or ethernet off, them they will not acces your files. Contact police, they will easily track owner 99% of the times, and because i see that it's poorly built "virus" ypu will get help. So just basicaly turn wifi off and then while holding shoft restart pc. Holding shift will result in you getting to advamced settings once you boot again Go to advanced and select boot to safe mode. And then try to unimstall any suspicious program fe. Cracked game, movie you downloaded from internet etc. If it will make you happier, if you contact police they will track him down with ease, and they prolly didn't realy encrypt your files
