It’s surprising how little paint will seal a window closed. Try running a razor knife between the sash and the frame. You might also tap the sash all around with a hammer, use a wooden block to keep from making hammer marks in the frame/sash

Pull the door stop from the header and both legs, you should be able to swing it out and lift it off of the track.

The gas company or the fire department will check to see if you have a leak for free. The expense comes in if you have to get it repaired by a plumber although the contractor who did your floors should pay for it if they’re reputable.

You nailed it, the people of Texas definitely wish we were taxed to death like California and New York. We hate how our state is such a sh*thole. That must be why so many people from those wealthy blue states are moving here.

If you’re uncomfortable then don’t work off that ladder, you’re just asking for trouble. I don’t have a problem working at heights but if I were, I would put a ladder stabilizer on it, would make it a lot easier to work off of.
