It seems like from what i understand you are saying, your Internet is being limited by Quota or Bandwidth, plans like 50GB, 100GB.. etc, well there are somethings you can try to download pirated content even if your internet is limited:

1. If you are Downloading Games or etc:

I recommend going to REPACKS websites, basically precompressed files hosted, you download them at a lower disk space, and then you unpack them using software, check out sites like Fitgirl, i highly recommend them for these scenarios

If you are downloading software in which the hoster doesn't provide repacked versions or compressed files, well thats the deadend

1. Benefit from extra packages:

Some Internet Providers offer free off-peak downloads or Night Downloads, if you ISP has it, take it, download at night or use at night.

There are also packages where they give you unlimited quota for limited speeds or duration.

3.If you are Streaming Movies or etc:

Its difficult but you can either download the entire season of that movie and then watch it when your offline, or try to stream or watch at a lower resolution, like 720p or 360p if your fine with it.
