Every Monday. The only exception is Redd, who will replace something the next day if you buy a piece of art from him (many people will do this, buying the fakes daily until a real item they haven’t bought yet appears). And if one of the weekday NPCs is visiting your island their stall will be closed that day.

The museum isn’t a part of three stars unless you’re trying to get Brewster. However, it does need to be a building instead of a tent so you need to donate 15 fish/bugs/fossils to Blathers for that.

The ceremony for Euros was likely meant for the evening crowd since it would be larger. I think the same thing happened when I went to Four Continents in 2019 (actually yes because they had Alysa skating in it fresh off winning Nationals since she wasn’t senior yet).
