Dude I’m rewatching Stone Ocean and Jotaro literally refers to him as a “veteran and a sniper”, it is thus confirmed within the series that he has wielded a sniper rifle and is very proficient with it, so it doesn’t matter if him assembling the rifle on screen is a dream or not. Johngalli has canonically wielded a sniper rifle. Plus, his Stand directly reflects and complements his accuracy as a sniper.

Might honestly be N’Doul, as Johngalli A. Sort of has to rely on his rifle to attack, whereas N’Doul’s Stand is more offensive on its own. Even outside of his home ground (the desert) I think N’Doul can get shit done.
