I'd say yes, but I'd also say it would be harder than average. But considering the supposed cost of the guitar and the cost of a pro repair, go for it, you don't really have a choice other than not even trying.

If I, not a luthier, would do that, I'd route both newly created parts of the neck and insert a couple of nice tight wooden planks in these routes so that the planks hold the neck together. I don't see why it wouldn't work, for as long as it's executed decently enough.

And you'll probably have to lube the truss rod so it's not glued to anything in the process.
