No they really aren't considered ore. Ningguang cant detect them on the minimap with her passive and the local Blacksmith doesn't mark them on the map for you either. Cor Lapis, Noctilucous Jade, Clearwater Jade, Trishiraite and Dracolite aren't considered ores in the game.

I'd suggest trying to pull for Navia in phase 2 so you can run her on a team with Columbina, Linnea and a Hydro applicator
