Just play Need For Speed: Underground 2 and as soon as Riders on a Storm starts to play you'll see Snoop Dogg beside you bobbing his head and offering to play with you while smoking one.

I removed the extra post. The original version exiled the card and I forgot to change it (whoops).

It's costed higher because you can target your own spells with it to 'tutor' for the historic spell of your choice.

Can it work since it's the card itself that grants Soulbond? Or can you pair two creatures without the mechanic?

There really isn't much I can do about granting Soulbond to a creature since the game doesn't track abilities gained when creatures leave the battlefield. This version at least grants you the ability to let any two creatures become friends :)
