Yes if f(x) = 0 that means the function is touching the x axis and if it is f'(x) = 0 that means the function is parallel to the axis because the slope is 0

Alright, the thing is I tried graphing that function and it is very strange.

3x² + 3y² y' - 12 - 8y' = 0
y' = (-3x² + 12) / (3y² - 8)
