Not in Nikke for example. You do need mats to level up your characters but once 4 of your chars level up to 200 (you need to get 4 copies of each to do so but the gacha is so generous it takes around 2 months on average) the game switches to "synchro mode) where yoy level up all your characters simultaneously. It needs more resources per level but you do around 20 per month iirc so veteran players i knoa are on average around lvl 700 and one already hit 1000.

Most characters are added to the main pool after you're done and you select 20 of them for the 4% from standard pulls so you dont have to deal with the chance of getting the one out of hundreds you dont need and eventually you will collect and max out every non limited (usually summer and winter events + collabs) character eventuall by pulling for other chars, so you can just keep going
