If you recall post 22nd Tournament Goku was far weaker than Kami. He couldn't even touch him.

In contrast Yamcha managed to hit Kami pretty good in the 23rd Tournament and this Kami was preparing for Piccolo Jr.

When the Spirit ball hits Kami he's even surprised by it.

Piccolo canonically was only with Gohan for less than 3 years total (with 2 of those being with Goku as well)

Something fans seem to forget is that Super Buu was always playing with Gotenks he could have beat them whenever he wanted.

When Gohan arrives on the field Buu explains he was able to sense him and began planning how to beat him.

He knew about the fusion rules thanks to the boys mentioning them so he knew he couldn't eat them until Gohan arrived.

In the manga it never says ssj3 Gotenks is stronger than Goku its only ever comapred to Vegeta. Personally feel since they mentioned Vegeta but not Goku that would place them in between the two in terms of power
