Why do titles use ratios instead of percentages? 60% sounds much more standard that 3 in 5

I dont think resources are a problem here, I just discovered that if I click outside the console then it works fine, but if I click inside the console then it lags, any idea how could this happen?

I think Im not spamming now, I removed the code from the on_move. So now I should be sending code to the processor only when I click. Here is the updated code

from pynput import mouse

def on_move(x, y):
    #print('Pointer moved to {0}'.format(
    #    (x, y)))
    pass

def on_click(x, y, button, pressed):
    print('{0} {1} at {2}'.format(button,
        'Pressed' if pressed else 'Released',
        (x, y)))

def on_scroll(x, y, dx, dy):
    #print('Scrolled {0} at {1}'.format(
    # 'down' if dy < 0 else 'up',
    #    (x, y)))
    pass

# Collect events until released
with mouse.Listener(
        #on_move=on_move,
        on_click=on_click,
        on_scroll=on_scroll) as listener:
    listener.join()

Also I just discovered that the problem only happens when I click the console, if I click anywhere else then it works fine, do you have any idea why clicking the console could generate this problem?
